A qualified expert may apply generally accepted statistical or scientific principles to compute the likelihood that a record in a data set is expected to be unique, or linkable to only one person, within the population to which it is being compared. Figure 4 provides a visualization of this concept.13 This figure illustrates a situation in which the records in a data set are not a proper subset of the population for whom identified information is known. This could occur, for instance, if the data set includes patients over one year-old but the population to which it is compared includes data on people over 18 years old (e.g., registered voters).
A second class of methods that can be applied for risk mitigation are based on generalization (sometimes referred to as abbreviation) of the information. These methods transform data into more abstract representations. For instance, a five-digit ZIP Code may be generalized to a four-digit ZIP Code, which in turn may be generalized to a three-digit ZIP Code, and onward so as to disclose data with lesser degrees of granularity. Similarly, the age of a patient may be generalized from one- to five-year age groups. Table 4 illustrates how generalization (i.e., gray shaded cells) might be applied to the information in Table 2.
Covered entities may include the first three digits of the ZIP code if, according to the current publicly available data from the Bureau of the Census: (1) The geographic unit formed by combining all ZIP codes with the same three initial digits contains more than 20,000 people; or (2) the initial three digits of a ZIP code for all such geographic units containing 20,000 or fewer people is changed to 000. This means that the initial three digits of ZIP codes may be included in de-identified information except when the ZIP codes contain the initial three digits listed in the Table below. In those cases, the first three digits must be listed as 000.
Utilizing 2000 Census data, the following three-digit ZCTAs have a population of 20,000 or fewer persons. To produce a de-identified data set utilizing the safe harbor method, all records with three-digit ZIP codes corresponding to these three-digit ZCTAs must have the ZIP code changed to 000. Covered entities should not, however, rely upon this listing or the one found in the August 14, 2002 regulation if more current data has been published.
The most common cancers in men are prostate (69,000 cases, or 23% of all cancers) and liver cancers (24,000 cases, or 8% of all cancers) as well as Kaposi sarcoma (20,000 cancers, 7%). Breast (115,000 cases, 25% of all cancers) and cervical cancers (112,000 cases, 24%) are the most frequently diagnosed cancers in women. (Figure 1, 2a & b)
Incidence rates have been increasing for several major cancer sites. For example, cervical cancer rates increased by 80% in Zimbabwe and 36% in South Africa, although they have risen and declined recently in Uganda. (Figure 3) Major increases have been seen for breast as well as for prostate cancers where they have been measured, doubling in Zimbabwe (breast) and South Africa (both cancers) over the last 15 years. While the cause of elevated rates for certain cancers such as esophagus is still largely unknown, a westernization of lifestyle (e.g. dietary habits, fertility, excess body weight, and physical inactivity) has been related to observed increases in breast cancer, and is expected to give rise to increases in rates of other cancers such as colorectum. An improved awareness and increased capacity to perform prostatectomies on older men has been suggested to be linked to the increase in prostate cancer rates.

App developers are taking notice. As many as 20,000 mental health apps may exist today,5 with two of the most popular being Calm6 and Headspace.7 Both of these focus on mindfulness and meditation, and are meant to help individuals get support other than from connection to a therapist or other traditional mental health services. Additionally, many mental health app developers are launching collaborations with other online services and apps, such as Snapchat8 and Bumble,9 which will likely make them more accessible to a larger share of consumers.
Improved well-being has economic as well as personal benefits. Poor mental health puts a strain on the global economy. Prepandemic estimates suggest that poor mental health costs the world economy US$2.5 trillion per year, a cost that was projected to increase to US$6 trillion by 2030.25 Lost productivity as a result of anxiety and depression accounts for US$1 trillion of this yearly sunk cost. Without action, these impacts will continue to be felt across economic sectors in terms of both lost consumer spending and lower workforce productivity. While most countries allocate only a modest share of their government health budgets to mental health care and support,26 opportunities exist for app creators and corporations alike to step in.
Ohio's COVID-19 new case rate has now made a double-digit percentage jump -- the first in weeks -- and overtaken the previous new case count by over 5,000. The state's COVID-19 spread has not broken 20,000 new cases in nearly five months, though it came close in May. The jump is a rebound from four weeks where Ohio had no clear upward or downward trend in case rates. It previously saw an eight-week streak of consistent rises in new cases end in late May. Over the past week, the state averaged 3,495 new coronavirus cases per day.
In the summer of 2015, Musbach began communicating via an Internet Relay Chat (IRC) website with his victim, who was 13 years old at the time. Musbach began using those IRC conversations to request and receive sexually explicit videos and photographs of the minor victim and to send to the victim sexually explicit videos and photographs of himself.
On Oct. 11, 2017, Musbach pleaded guilty to endangering the welfare of a child (the victim) by sexual contact and was sentenced on Feb. 9, 2018, by a New Jersey Superior Court Judge, to a two-year suspended sentence with parole supervision for life.
